Kids that age do that and it drives me insane. The boy is currently 8 and he still does – I talked with him about it once and he revealed that when he can tell I’m nervous or anxious about getting going, he doesn’t want to make any mistakes in the getting-ready process (like putting his shoes on the wrong feet, which he still has an odd tendency towards doing, wtf), so he takes more time. Infuriating, but logical.
